VIRGINIA BEACH, Va. — Virginia Beach Mayor Robert “Bobby” Dyer has officially announced that he will seek the Republican nomination for Virginia Senate District 22 in 2027, setting the stage for a high-profile showdown against incumbent Democratic State Senator Aaron Rouse in one of the Commonwealth’s premier legislative battlegrounds.
Dyer, a 76-year-old Marine Corps veteran, physical therapist, and three-term mayor who has served on the Virginia Beach City Council for more than two decades, confirmed his candidacy at a campaign event in the resort city. Dyer had previously indicated that his current mayoral term would conclude his municipal service, but cited growing frustration with state legislative mandates and tax policies enacted by the General Assembly in Richmond as the primary impetus for entering the state legislative arena.
In launching his campaign, Mayor Dyer sharply criticized Richmond lawmakers for passing state mandates without corresponding fiscal appropriations, forcing municipal local governments and property owners to absorb expanding budgetary burdens.
“Richmond is far too quick to impose burdensome mandates on local governments and stick municipal taxpayers with the bill,” Mayor Dyer said in an announcement address. “As mayor of Virginia’s most populous city, I have spent years fighting for flood protection infrastructure, economic development along our oceanfront, and direct support for our first responders. Coastal Virginia needs an experienced, common-sense voice in the Senate who will stand up against tax hikes, defend local control, and hold state government accountable to taxpayers.”
The contest promises an intense municipal rivalry. The incumbent, Democratic Senator Aaron Rouse, is a former NFL athlete who previously served alongside Dyer on the Virginia Beach City Council before winning a high-stakes special election to the state Senate in 2023. Rouse has established a prominent profile in Richmond, championing reproductive rights, public education funding formulas, and state investments in coastal flood resilience.
Senate District 22 encompasses major portions of Virginia Beach and neighboring Hampton Roads communities, representing a classic swing district that has historically decided the balance of power in the Virginia General Assembly. Under the administration of Governor Glenn Youngkin, legislative control in Richmond has been closely divided along narrow margins, elevating individual Senate contests into multi-million-dollar statewide priorities.
Political strategists note that the Dyer-Rouse clash will test whether Dyer’s decades of localized name recognition and nonpartisan mayoral record can flip a critical Hampton Roads district or whether Rouse's energized grassroots coalition will fortify Democratic legislative control down the coast.
