WINNIPEG, MB — Manitoba Premier Wab Kinew announced a comprehensive provincial agricultural relief package on Sunday morning, committing $85 million in operational loan subsidies and rail transport freight assistance for Manitoba grain, oilseed, and livestock producers.
The initiative, administered through the Manitoba Agricultural Services Corporation (MASC), establishes a dedicated Rail Diversion Credit to subsidize grain freight rates to the Port of Churchill on Hudson Bay and Pacific ports in British Columbia, enabling prairie producers to bypass congested U.S. southern rail corridors.
Additionally, the province launched an emergency working capital bridge loan program offering zero-interest credit lines up to $500,000 for independent hog and cattle operations facing cross-border veterinary inspection delays.
"Prairie producers feed millions of families across the globe," Kinew said at a press conference in Brandon. "Manitoba will ensure that our farm families have the financial security and transportation options needed to navigate these trade headwinds."
Keystone Agricultural Producers (KAP) and Manitoba Pork commended the swift provincial intervention, noting that rail subsidies through Churchill provide a crucial alternative export gateway for oats, barley, and specialty canola.
Transport logistics teams confirmed that Arctic Gateway Group is readying additional grain hopper cars for northern Hudson Bay rail movements.
Application portals for MASC rail freight credits and operational loan guarantees will open for Manitoba farmers on Wednesday, August 26.
